Section J Assessments from Building & Energy Consultants Australia

From November 2006, class 2 to 9 buildings that are lodged to councils or a private certifier for a Construction Certificate approval are required to comply with the Energy Efficiency requirements set out in Section J of the BCA. The BCA lists Objectives, Functional Statements and Performance Requirements for the Deemed-to-Satisfy energy efficiency provisions. It specifies the exact intent of the new measures, namely to reduce GHG emissions by efficiently using energy.

GHG emissions can be reduced by limiting the need for artificial heating or cooling. This can be achieved by enhancing the building's thermal performance in order to enable occupants to be comfortable using natural effects of air movement, insulation of the building's fabric, appropriate glazing, air infiltration restrictions, etc.
