The Support at Home program, introduced on 1 November 2025, is creating significant financial pressure for many aged care providers. Under the new model, care management fees are capped at 10% of a participant's budget, compared with the previous Home Care Packages system, where providers could charge up to 30% for administration and management. Industry groups warn that the shift is reducing revenue while operational obligations remain unchanged.

Additional challenges include reports that some new Support at Home packages are initially funded at around 60% of their intended level, despite providers still being required to meet 100% of quality and safety standards. Mandatory price caps are also scheduled to take effect on 1 July 2026, with analysts suggesting operators may require service margins of around 33% to remain financially sustainable.
