REDFERN UPGRADE - THE SHUTTERS LIFTED

The recent and forward planned upgrade to the Redfern area is proving increasingly topical.

Ben Fordham was recently heard on 2GB talking about the Roll Up Redfern programme.

Basically the City Of Sydney is providing funding to Landlords in the Redfern area in an effort to encourage them to make improvements to commercial buildings, whilst still retaining security doors to protect the premises.

Background:

Roller Shutters in commercial village centres create lifeless, unsightly and hostile environment. They disguise the product or service on offer, reduce ambient light on the street, potentially screen illegal activity, present a target for graffiti and contribute to general perception that an area is unsafe with little to offer the local community or visitor.

Through the Redfern Shopfront Improvement Matching Grant, the City of Sydney seeks to encourage building owners or tenants to make improvements to a shopfront which, without financial assistance, may not be able to occur.

Programme Objectives: The main objectives of the program are:

• To encourage removal of roller shutters from properties
• To achieve a cumulative impact by encouraging neighbouring properties to work together
• To improve the sense of safety, wellbeing and economic activity on the street
• To support initiatives identified as important by business and community stakeholders
• To change the broader community's perception of the area

Evaluation Criteria:

• The property must be located on Redfern Street between Elizabeth and Regent Streets, Regent Street between Cleveland Street and Henderson Rd, Cope Street between Redfern and Turner Streets or Abercrombie Street between Ivy and Butlin streets.
• The applicant can be a property owner or a tenant holding owner's consent.
• The project must include removal of roller shutter.
• The matched cash contribution may cover costs associated with the replacement of an approved security device, alarm system, laminating or double glazing, removal of unused signs, security lighting, and application of anti graffiti treatments, shopfront painting and decoration.
• Subject to DA approval if required.

Ineligibility: Funding will not be provided for:

• Purchase of buildings
• Extensions or additions to properties
• Relocation of business
• Routine Maintenance
• Internal Shop fittings including display shelves, painting etc
• Properties owned by employees of the City of Sydney or other Government Agencies.

Level of Funding:

The applicant must make a matched contribution of cash only, not value-in-kind, to the project. The contribution must not be obtained through any other subsidies from state, territory or federal governments. Matched grants of up to $3000 will be considered for this programme.

Assessment Process:

All applications for funding will be assessed by a panel of three City Of Sydney staff and submitted to Council for approval.

The Concertina Security Door product is now being promoted by the Sydney City Council as one of the approved "security door device(s),alarm system, laminating or double glazing..." being co-funded by the Council as an alternative to roller shutters. The Council is also contributing to "removal of unused signs, security lighting, and application of anti graffiti treatments, shopfront painting and decoration" the Concertina Security door is a retractable steel expanding security door which is also known by other generic names such as folding security doors, Trellis security doors, Stackable Security doors. These security doors are available in Sydney, Melbourne, Brisbane, Adelaide and Perth.
